Democrats eye Pennsylvania trifecta in 2026, could reshape state election rules

Statewide voters in Pennsylvania may soon decide whether one party controls the entire state government. Democrats are targeting a trifecta – the governorship, the state Senate and the House – in the 2026 midterm elections. A win would give them the ability to advance a slate of election‑law reforms that have stalled under the current split legislature.

Current political landscape

Republicans have held all three branches for several periods in recent decades, most recently from 2011 to 2014, when they passed a voter‑ID law that was later overturned by the courts. Democrats have not held both chambers and the governor’s seat since 1993, and their last trifecta lasted only a year.

Governor Josh Shapiro, a Democrat, leads his Republican challenger, Treasurer Stacy Garrity, by more than 20 points in recent polls. Democrats must also keep their narrow majority in the House and flip the Senate, where Republicans hold a 27‑23 edge. Key districts include a seat they captured in Lancaster County last year and vulnerable areas in the Lehigh Valley and Philadelphia suburbs.

Proposed election reforms

Democratic Speaker Joanna McClinton’s omnibus election bill, passed by the House in May, would overhaul Pennsylvania’s voting process. The proposal calls for true in‑person early voting, at least two mail‑ballot drop boxes in every county, and the adoption of electronic pollbooks by 2027. It also seeks to expand pre‑canvassing – the preparation of mail ballots before Election Day – and to fund counties with up to $60 million in bonds for new equipment, $2 million for electronic pollbook vetting, and a dedicated staffer.

State Senate minority leader Jay Costa said Senate Democrats are ready to take up the bill, but Republican leaders have insisted any election legislation include expanded voter‑ID requirements. Costa added that Democrats also favor preregistering 18‑year‑olds, same‑day registration and opening primaries to independent and third‑party voters, a measure that has gained some bipartisan interest.

Potential redistricting impact

A Democratic trifecta would also give the party authority to redraw Pennsylvania’s congressional map. The current map, drawn by the state Supreme Court in 2022, produced a 10‑Republican, 7‑Democrat split in the U.S. House after the 2024 elections. With full control, Democrats could produce a map that yields as many as 12 or 13 Democratic seats, following the example of states like Texas and California that have pursued mid‑decade redistricting.

Political context and reactions

Policy advocate Kyler Miller of Protect Democracy noted that former President Donald Trump’s attacks on voting have heightened the issue for Democrats, who see election integrity as a top priority. Miller also emphasized the need for additional funding for election‑official safety and training, citing recent turnover among local officials.

Republican spokesperson Sam Reposa argued that decades of GOP dominance have blocked progress on election reforms, while Senate President Pro Tempore Kim Ward’s office called Senate Republicans the “last line of defense” protecting taxpayers and safeguarding elections.

What’s next?

The omnibus bill has not yet been scheduled for a vote in the Republican‑controlled Senate. If Democrats secure a trifecta in 2026, they are likely to reintroduce the package and pursue redistricting changes, making Pennsylvania’s election landscape a focal point of state politics in the coming years.
