A proposed 25-story mixed-use project in South Dallas, known as the Winners Tower, was rejected by the City of Dallas’ City Plan Commission last year. Despite this, the project is still on the city council docket. The applicants, from the Winners Assembly Christian Church, requested a zoning change for a 25-story mixed-use project for hotel, multifamily, and retail uses on the corner of Martin Luther King Jr. Boulevard and Colonial Avenue.
Community Concerns
City reports stated that the request was inconsistent with the surrounding area, with staff recommending a 5-story height maximum for the development. The original proposal included luxury condos, a bank, and a helipad. However, after the rejection, the developers proposed a scaled-down 10-story mixed-use building with updated architecture to match the area.
The new proposal includes a bank, grocery store, and office and conference spaces. Community members are still uncertain about the scaled-down plan, with some residents skeptical about the project’s potential impact on the neighborhood. The project would still be above the recommended height for the area, even with recent changes to PD 595, which limits height in the area to about 3 stories.
Next Steps
The Winners Tower item is currently on the city council agenda, but it will be deferred until September 23 to allow for another community meeting, planned for mid-August. District 7 councilmember Adam Bazaldua expressed concerns about the project’s height, stating that it would not be compatible with the area, but also emphasized the need for growth in South Dallas.
