Dallas City Council Restores Funding to Keep Neighborhood Libraries Open Six Days a Week

Dallas residents received a reassuring win on Wednesday night when the City Council unanimously approved an amendment to the $5.7 billion municipal budget, restoring full funding for neighborhood libraries. The motion, introduced by Councilwoman Cara Mendelsohn at about 9:20 p.m., redirected roughly $2.5 million from the city’s information‑technology (IT) fund balance to keep all library branches open six days a week.

Why the amendment mattered

Under the original budget proposal from the city manager, libraries would have been reduced to a five‑day schedule, a change that threatened to diminish access to books, internet resources, and after‑school programs for families across Dallas. The budget also projected the layoff of 108 city employees, with the majority slated to come from the library system.

IT fund balance as a safety net

Councilwoman Mendelsohn highlighted that the IT fund balance has more than doubled during her seven‑year tenure, growing from under $5 million to about $11 million. Dallas Chief Information Officer Jeff Stovall explained that the fund is intended to mitigate future cost increases and address unforeseen technology needs. By drawing $2.5 million from this reserve, the council ensured that library services remain uninterrupted while preserving the city’s ability to respond to IT emergencies.

Council debate and community impact

Some council members voiced concerns about depleting the technology reserve. Councilman Chad West remarked, “Half the time we can’t even get our Wi‑Fi working up here,” questioning the potential consequences of reducing the fund. Mendelsohn responded that the city has already endured a significant data loss and a cybersecurity incident when the fund was smaller, underscoring the importance of maintaining robust public services for residents.

She added, “Let’s do the right thing for our residents and approve it,” and noted the unanimous vote reflected a strong majority recognizing the libraries’ value to the community. Mendelsohn also dismissed rumors that the IT balance might be used to facilitate moving people out of Dallas City Hall, stating she would not object to a modest reduction if it served the public good.

What remains uncertain

City officials have not yet quantified how many of the 108 planned layoffs will be avoided by the $3.1 million allocated to libraries. A spokesperson for the City of Dallas indicated that the full impact on staffing is still being assessed.
