Connecticut DCF addresses $35,000 in overpayments to foster caregivers

State auditors released a September report showing that Connecticut’s Department of Children and Families (DCF) overpaid three foster caregivers a combined total of almost $35,000. The errors were traced to data‑entry mistakes in the agency’s case‑management system, prompting DCF to act quickly to recover the funds and tighten internal controls.

Case details

In the first incident, a relative foster parent began receiving double payments for a child in October 2025. The overpayment continued for several months until the caregiver noticed a reduced August check, which turned out to be the correct amount. The following month the payment doubled again, prompting the caregiver to question the discrepancy. DCF estimated the overpayment at $8,678 and said it is working on a repayment plan that will avoid leaving the caregiver without essential support.

The second case emerged after an anonymous tip revealed that a relative guardian had received $18,587 over two years after the child’s biological parent regained guardianship in July 2024. DCF sent annual eligibility forms in 2024, 2025 and 2026, none of which were returned. While the agency does not normally stop payments when forms are missing, it acknowledged the lapse and said the matter will be referred to collections.

The third incident involved a relative foster parent who continued to receive payments for nearly five months after the children returned to their parent in February 2026. The placement change was not entered into DCF’s computer system until July, resulting in roughly $7,400 in overpayments. Although the system flagged the excess payments, it did not automatically trigger recovery actions.

Agency response and corrective steps

DCF emphasized that the three cases are distinct from a larger, earlier problem in which more than $1 million in duplicate payments were made through the CT‑KIND case‑management system. As of September 30, the agency had recovered nearly $900,000 from that earlier incident.

To reduce the risk of future overpayments, DCF announced several concrete measures:

  • Additional staff training focused on accurate data entry and verification.
  • Enhanced oversight procedures, including regular audits of payment records.
  • Reassignment of staff members to specifically monitor subsidy payments and ensure timely updates to case files.

Agency officials said these steps are designed to protect both the children in the foster system and the caregivers who rely on timely, accurate payments.

Impact on families

Foster caregivers play a vital role in providing stable homes for children in need. Overpayments, even when unintentional, can create financial uncertainty for families already navigating complex care arrangements. By moving quickly to recover funds and strengthen internal controls, DCF aims to maintain the trust of caregivers and safeguard the well‑being of children under its care.

Community advocates have welcomed the agency’s transparency and its commitment to improving oversight. While some critics note that the recurring errors highlight systemic weaknesses, the agency’s proactive response demonstrates a willingness to address shortcomings and uphold the integrity of Connecticut’s child‑welfare system.

Looking ahead

State auditors will continue to monitor DCF’s implementation of the new training and oversight protocols. The department plans to issue periodic updates on the effectiveness of these measures and to report any further discrepancies promptly.

Connecticut families and foster caregivers can expect clearer communication regarding eligibility requirements and more reliable payment processing as the department works to prevent future overpayment incidents.
