Colorado Woman Arrested in Bar Nunn with Meth, Fentanyl

A Colorado woman suspected of supplying multiple people in Natrona County with methamphetamine and fentanyl was arrested last week in Bar Nunn with over half a pound of suspected methamphetamine and an amount of fentanyl consistent with nearly 300 pills.

Arrest Details

Wyoming Division of Criminal Investigation agents said in an affidavit that they suspected Thornton, Colorado resident Cecillie Rivers, 38, of supplying Natrona County resident Travis Feathers, 48, with methamphetamine and fentanyl. Feathers was arrested with one-third of a pound of suspected methamphetamine and the beginnings of a suspected methamphetamine lab on March 13.

Agents got a warrant for Feathers’s phone and found information corroborating information that Feathers had set up multiple people with his contact in Colorado, saved in his phone as “CeeCee,” the affidavit said. In May, DCI agents learned Rivers was a person of interest in both Colorado and South Dakota, and that she had been arrested with an alleged two pounds of methamphetamine in Colorado.

They also learned she was planning a trip to Wyoming. On Tuesday, June 9, they watched her vehicle pull off Interstate 25 and park at the Dollar General in Bar Nunn next to a white SUV. They said Rivers then made a hand-off to the SUV passenger, allegedly 44-year-old Timothy Howard.

The agents moved in and reportedly stopped the SUV from leaving. They said drugs were in plain sight in Rivers’s vehicle. A K-9 also alerted on the vehicle, according to the affidavit. A search of her vehicle yielded an alleged 0.571 pounds of presumptive positive methamphetamine and 27.9 grams of presumptive positive fentanyl.

Charges and Bond

Rivers heard three felony charges for each alleged controlled substance: felony weight, possession with intent to deliver, and conspiracy to deliver. Bond was set at $75,000 cash only. She is presumed innocent unless found or pleading guilty.
