Collin County commissioners began a week‑long budget workshop on Monday, reviewing the proposed fiscal year 2027 budget. The sessions run each weekday, starting at 1:30 p.m. on Monday and continuing through 4:30 p.m., with Tuesday‑Friday meetings beginning at 9 a.m. and ending at 4:30 p.m. as needed.
Agenda and participants
The workshop will examine the recommended budget for Collin County, the Healthcare Foundation and Trails of Blue Ridge, a special road district. Commissioners will hear presentations from elected officials and department heads, including Justice of the Peace Precinct 2 Judge Ellen Kinnebrew, Probate Judge Sarah Duff, Justice of the Peace Precinct 1 Judge Paul Raleeh and Local Administrative Judge Christine Nowak.
Additional presenters include Indigent Defense Coordinator Meghan Miller, County Clerk Stacey Kemp, District Attorney Greg Willis, Constables Matthew Carpenter, Sammy Knapp and Steven Asher, District Clerk Michael Gould, Tax Assessor‑Collector Scott Grigg and Sheriff Jim Skinner.
Compensation and benefits discussion
Commissioners will discuss employee compensation and benefits, covering the county’s uniform pay policy, potential benefit changes, the contribution rate for the Texas County and District Retirement System, job‑title and pay‑grade adjustments, administrative restructuring and other employee‑related compensation for FY 2027. The proposed salaries of elected officials are also on the agenda.
Budget items under review
Other items slated for discussion include department requests supported by the Budget Department, neutral department requests, engineering civil‑consultant funding, FY 2027 dispatch fees, a storage facility and a proposed homestead exemption. Commissioners will also review potential changes to the recommended budget and an add/delete list. After staff updates the budget with any approved changes, commissioners will receive an updated overview for further review.
Tax rate and public input
The proposed FY 2027 tax rate will be considered, and public hearings on the tax rate and the overall budget are scheduled. An executive session is set to address salary increases for the county administrator, elections administrator and county extension agents, with the possibility of additional executive sessions throughout the week.
