Clay County launches task force to curb guardian abuse of children and seniors

Clay County officials are taking decisive action to protect its most vulnerable citizens. Sheriff Michelle Cook, together with Clerk of Court Tara Green, unveiled a new multi‑agency, multi‑jurisdictional task force aimed at investigating and prosecuting guardians who misuse their positions of trust.

Why the task force matters

Guardianship programs in the county provide essential care for orphans, children whose parents are incarcerated or deceased, and indigent adults without family support. While the vast majority of guardians serve honorably, recent audits have uncovered disturbing cases of abuse and financial exploitation.

Clerk Green explained that all guardians must file annual reports, which her staff audits for the physical well‑being of the ward, the integrity of financial accounts, and the status of assets. “Our auditors have seen it all, sadly — elderly men and women abandoned at care centers and hospitals, their bank accounts drained and their homes sold without the state’s or court’s knowledge,” Green said.

Examples of exploitation

One investigation revealed a family member who took advantage of an elderly woman, emptying her bank account, seizing her pension, and selling her property, leaving her destitute with unpaid medical bills. In another case, a guardian quickly depleted a child’s inheritance, wiping out “hundreds of thousands of dollars” that were meant to secure the child’s future.

These incidents underscore the need for a “holistic approach” to fighting such crimes, a phrase Sheriff Cook used when describing the task force’s creation. The task force will combine resources from the Sheriff’s Office, the Clerk’s Office, and other relevant agencies to ensure thorough investigations and swift prosecutions.

Officials are urging community members to stay vigilant. “We want our citizens to report any suspicious activity, especially if you believe a guardian is acting inappropriately or exploiting someone in their care,” Cook said. She emphasized that prevention starts with informed citizens who are willing to speak up.
