China Sends Record Number of Government Vessels Near Taiwan in July

Taiwan’s coast guard disclosed that 244 Chinese government vessels were observed in the waters surrounding the island during July, a figure more than four times higher than the count recorded in July 2025. The tally includes ships from the China Coast Guard, scientific research agencies and other government entities, averaging about eight vessels per day.

Implications of the Surge

The Institute for the Study of War (ISW) warned that the heightened presence may be a test of foreign vessels’ willingness to comply with Chinese authority in disputed waters and a step toward expanding Beijing’s de facto control without resorting to open conflict.

Officials noted that the count does not yet encompass Chinese vessels operating near Taiwan’s offshore islands—Kinmen, Matsu and Pratas—where the total would rise to roughly 425 ships, nearly double the July 2025 figure of 233. Additionally, the tally excludes People’s Liberation Army Navy warships patrolling the area.

Potential Threat to Taiwan’s Supply Lines

A Taiwanese official cautioned that the activity signals a wartime risk, suggesting Beijing may be rehearsing strategies to disrupt Taiwan’s Pacific supply routes. “If the situation escalates to a blockade—a quasi‑war—we have plans to work with the navy to jointly protect Taiwan’s lifeline sea routes,” the official told CNN.

While the Chinese coast guard has not yet boarded merchant vessels, it has been broadcasting radio challenges, asking ships for port entry and exit information to create the impression of Chinese jurisdiction. These broadcasts have already placed pressure on commercial traffic, though no vessels have altered course.

China’s Gray‑Zone Tactics

ISW reported that China used a recent typhoon to test the Maritime Safety Agency’s (MSA) control over regional shipping, issuing directives that vessels must “strictly comply with traffic control requirements” and obey on‑site maritime management agencies. The think tank described these moves as part of China’s gray‑zone strategy—efforts short of war to erode Taiwan’s sovereignty and set conditions for future military operations.

Taiwan’s Response

In response to the growing maritime pressure, Taiwan’s opposition‑controlled legislature approved a $7 billion plan over the next six years to acquire unmanned systems, including aerial, surface and underwater drones. The investment aims to bolster defense capabilities while also stimulating the domestic drone industry, which has seen a sharp increase in exports this year.

These developments underscore the escalating tension in the Taiwan Strait and the strategic importance of maritime security for the island nation.
