China finishes first phase of Antelope Reef island, boosting its South China Sea military presence

Satellite imagery reviewed by Reuters confirms that China has finished the first stage of construction on Antelope Reef, a feature in the Paracels archipelago of the South China Sea. The work, which began more than six months ago, has produced a reclaimed island roughly six kilometres long with a straight coastline of over three kilometres – a shape analysts believe could accommodate a runway.

Key features of the new island

The images show a wharf about 680 metres long fronting a deep‑water harbour, and a coast‑guard vessel docked alongside. In the southeast corner of the island, a helicopter pad and the beginnings of building structures are visible. A potential runway is suggested by a straight stretch of reclaimed coast, and a study by the Center for Strategic and International Studies notes that excavation work for a runway appears to have started.

Strategic implications

Experts say the location of Antelope Reef makes it especially significant in any future conflict involving Taiwan. Ben Lewis, founder of the open‑source data platform PLATracker, described the reef as “ideally placed” for the northern part of the South China Sea, a region he believes will be critical in a Taiwan scenario. The island’s proximity to the Chinese mainland could allow Beijing to keep strategic assets, such as H‑6 bombers, closer to home rather than on more distant outposts in the Spratly Islands.

Regional security analysts and military attaches argue the development will likely strengthen China’s military hold on the waterway. The island could also serve as a “bastion” to protect China’s nuclear‑armed ballistic‑missile submarines, according to Singapore‑based security scholar Collin Koh. Such protected zones would reduce the need for submarines to operate far from Chinese ports, limiting exposure to U.S. and allied anti‑submarine forces.

China’s stated purpose

China’s defence ministry has not commented on the construction. State media have framed the project as serving civilian needs, including weather forecasting and scientific research. Ding Duo, a scholar who writes for China Daily, described the work as “modest” and emphasized a peaceful, constructive purpose – claiming the development makes the waters safer for all users.

These statements echo previous Chinese explanations for similar build‑ups in the Spratly Islands, which are also claimed by Vietnam, the Philippines, Malaysia, Taiwan and Brunei. Vietnam’s foreign ministry, which has lodged formal representations against the Antelope Reef work, did not respond to Reuters inquiries.

Broader regional context

The South China Sea remains a flashpoint between China and the United States and its allies. Both sides are positioning assets and infrastructure that could prove decisive in any future confrontation. Analysts note that once fully operational, the Paracels facilities would enhance China’s ability to monitor U.S. and allied activities in peacetime and add complexity to any conflict scenario.

“It’s one more thing the United States would have to take care of, and something they could attempt to defend from the Chinese mainland,” said Carl Thayer, a professor at the Australian Defence Force Academy.

While Chinese officials continue to stress civilian uses, the scale and location of the construction suggest a strategic intent that will be closely watched by regional governments and U.S. policymakers.
