Casper City Council Boosts River Restoration Funding and Extends Fort Caspar Rehab Timeline

Casper City Council took decisive action Tuesday to strengthen two cornerstone projects that protect both the city’s natural resources and its historic legacy. Councilors voted unanimously to approve a $3 million guaranteed‑maximum‑price construction agreement for the North Platte River Restoration – Izaak Walton Reach project, and to extend the Fort Caspar Buildings Rehabilitation contract by 334 calendar days without raising the overall price.

River restoration receives $3 million boost

The council amended its agreement with Barnum Inc., the construction‑manager‑at‑risk firm overseeing the North Platte River Restoration. The amendment authorizes a $3 million guaranteed‑maximum‑price proposal for the physical construction phase, bringing the total contract value to $3,370,471. The project stretches from the Regional Water System’s water‑treatment plant downstream to just below the Wyoming Boulevard bridge in Mills.

Pre‑construction work already completed includes hydrological analysis, stream‑habitat design improvements, surveying, wetland delineation, and cultural‑resource surveys. Public Services Director Krista Johnston confirmed that the construction increase is fully funded by Bureau of Reclamation grant money earmarked for the project, ensuring no additional burden on local taxpayers.

Fort Caspar historic‑building rehab gets a year‑long extension

In a separate agenda item, councilors approved a schedule extension for the Fort Caspar Buildings Rehabilitation project with Wattle and Daub Contractors Inc. The change order adds 334 calendar days to the contract timeline, pushing the anticipated completion date to July 2027. Importantly, the overall contract price remains at $1,447,000, meaning there is no net cost increase for the city.

The rehabilitation effort is supported by a National Park Service Save America’s Treasures Grant, underscoring the federal commitment to preserving Casper’s historic assets. The expanded scope will require a winter work shutdown, but the council’s decision ensures the project can proceed safely and responsibly.

Why these decisions matter to Casper families

Both projects reflect the council’s commitment to stewardship of the community’s natural and cultural resources—values that align with the traditions of strong families and faith‑centered neighborhoods. The river restoration improves water quality and habitat for fish and wildlife, benefiting anglers, hunters, and families who enjoy the river’s recreation. Meanwhile, preserving Fort Caspar’s historic structures safeguards a tangible link to Wyoming’s frontier heritage, offering educational opportunities for local schools and a point of pride for residents.

By securing federal grant funding and keeping project costs flat, councilors demonstrate fiscal responsibility while delivering tangible benefits to the community. These actions exemplify how local government can work efficiently, protect the environment, and honor the past without imposing new taxes or burdens on hardworking Casper families.

Looking ahead

The council will continue to monitor progress on both initiatives, with regular updates slated for future meetings. Residents are encouraged to stay informed through city communications and to support the ongoing preservation of Casper’s natural beauty and historic treasures.
