Casper City Council Approves Water Exchange to Cut Winter Flood Risk

On Tuesday, the Casper City Council gave the green light to a water‑exchange petition that promises to make the city’s winter water operations safer and more efficient. Public Services Director Krista Johnston explained that the agreement will let Casper trade natural flow from the North Platte River for water already held under city‑owned permits at the Upper Rock Creek Reservoir.

By swapping river water for reservoir water, Casper can avoid those ice buildups.
