Cary town leaders to discuss spending plan and audit recommendations on Monday

At a finance committee meeting scheduled for 5:15 p.m. on Monday, Cary town leaders will examine a revised financial plan designed to strengthen the town’s fiscal health after a recent state‑auditor investigation revealed that Cary’s savings are below the mandated minimum level.

Audit background and recommendations

The State Auditor’s Office released a 2,600‑page report in July that highlighted a series of spending policy violations and identified 39 specific recommendations for improvement. The audit followed earlier concerns about wasteful spending tied to former town manager Sean Stegall and internal‑control weaknesses.

Among the issues cited were purchases lacking clear government purpose, including high‑cost meals, alcohol expenses, travel costs, and spending related to retreats and promotional activities. The auditor’s findings prompted the town to require its leaders to complete financial‑management training.

Progress to date

Town officials told WRAL News that work on the recommendations is “expeditious.” Interim town manager Russ Overton acknowledged the volume of work, noting, “There’s a lot of moving parts. By the end of the week, most of the 39 recommendations will be in research, followed by development. I’ll just say it again, 39 recommendations is a lot of work.”

To date, two of the 39 recommendations have been fully implemented. The upcoming meeting will focus on how the town can accelerate progress on the remaining items while identifying additional savings for taxpayers.

Next steps for Cary

During the Monday session, committee members will discuss specific strategies to reduce unnecessary expenditures and to bring the town’s reserve balance up to the required threshold. Options under consideration include tighter procurement controls, stricter travel and entertainment policies, and enhanced oversight of discretionary spending.

Town leaders also plan to report on the status of the audit’s recommendations in future public meetings, providing transparency to residents about how taxpayer dollars are being protected and conserved.
