Camp Mystic Health Officer’s License Suspended After Tragic Flood

The Texas Board of Nursing has temporarily suspended the nursing license of Mary Liz Eastland, the chief health officer at Camp Mystic, following a devastating flood last July 4 that resulted in the deaths of 25 campers and two teenage counselors. The board cited her failure to establish adequate emergency plans and training protocols as a significant factor in the tragedy.

Allegations and Response

According to the suspension order, Eastland did not maintain sufficient shelter and evacuation protocols, which the board claims posed a continuing and imminent threat to public welfare. The order also noted that Eastland evacuated her family during the flood without assisting other campers and staff or contacting emergency services. Furthermore, she did not report the deaths to state health regulators within the required 24-hour period.

Joshua Fiveson, an attorney representing Camp Mystic, stated that Eastland rejects these allegations. He criticized the nursing board’s decision, arguing that it was made without a complete investigation or the benefit of testimony and evidence. Fiveson emphasized Eastland’s long-standing commitment to serving others over her 18-year career.

Legal Proceedings and Camp Operations

The nursing board’s decision followed emotional court and legislative hearings that scrutinized Camp Mystic’s operational failures during the flood. The Texas Department of State Health Services had previously informed the camp that its emergency plan was insufficient under new youth camp regulations. As a result, Camp Mystic, which had planned to reopen parts of the camp this summer, withdrew its application for an operating license.

A probable cause hearing regarding Eastland’s conduct is scheduled within 17 days of the suspension order, with a final hearing to occur no later than 61 days after the temporary suspension was issued. Eastland’s nursing license, initially issued in 2008, was renewed in January of this year.
