Bexar County leaders warn of budget gaps as property appraisal growth slows

County officials in Bexar County are sounding the alarm on looming budget deficits for a range of local taxing entities, from school districts to municipal services. The Texas governor has directed all state agencies to trim budgets by 3% moving forward, signaling a broader fiscal tightening. Nevertheless, the state maintains a $27 billion Economic Stabilization Fund, providing a cushion for unexpected shortfalls. Homestead exemptions and taxpayer concerns

Homeowners have felt the pinch of rising property tax bills, prompting the legislature to expand homestead exemptions. In 1997 the exemption was $15,000; by 2026 it has grown to $140,000, reflecting the state’s effort to ease the burden on families. However, the exemption growth has also reduced revenue for school districts, which the state has historically compensated to protect education financing.
