Baltimore Residents Plan Moves Within City and County Lines

In Baltimore City and County, a significant number of residents are contemplating moves within the next three years. However, the majority of these individuals plan to remain within their current jurisdiction, according to a study by Johns Hopkins University’s 21st Century Cities Initiative. The study, titled ‘Mobility Expectations of Baltimore Residents,’ utilized data from the 2024 Baltimore Area Survey (BAS) to explore residents’ plans regarding relocation.

Local Trends in Mobility

The survey, conducted from September to November 2024, included responses from 1,492 residents. It found that while 61% of Baltimore City and County residents expected to move, nearly 40% of these movers intended to relocate within Maryland. Specifically, 58% of Baltimore City residents planned to stay in the city, with 38% remaining in their current neighborhoods. Conversely, 42% anticipated leaving the city, with 27% moving elsewhere in Maryland and 15% leaving the state entirely.

In Baltimore County, 66% of respondents planned to stay, with 41% remaining in their neighborhoods. Meanwhile, 34% expected to leave the county, with 15% staying in Maryland and 19% moving out of state. The survey highlighted that renters felt less certain about staying in their neighborhoods compared to homeowners, largely due to affordability concerns.

Affordability and Housing Market Dynamics

Affordability remains a pressing issue, particularly for lower-income residents, with 8 in 10 expressing concerns. Realtor Shari Arciaga noted that city taxes often push potential buyers to consider county options, despite a growing interest in city living due to being priced out of the county. Arciaga observed that buyers are interested in city neighborhoods with a suburban feel or high-end condos offering a walkable lifestyle.

Despite these challenges, Baltimore’s housing market remains robust. Arciaga’s analysis of Bright MLS home sales data from 2025 and early 2026 indicates that the city is in a strong seller’s market, while the county approaches a balanced market. This trend reflects a broader pattern of economic activity and housing demand in the region.

Future Prospects for Baltimore

Meghan McCorkell, executive director of Live Baltimore, emphasized the city’s affordability compared to the region. Live Baltimore’s study projects the addition of 20,000 households over the next five years, driven by both in-state and out-of-state interest. Programs like ‘Buy Back the Block’ and events such as the Trolley Tour highlight the ongoing efforts to attract new residents and support neighborhood growth.

As Baltimore continues to navigate these housing dynamics, the city’s potential for growth remains promising, supported by local initiatives and a resilient housing market.
