Austin allocates $2.55 M to Infrastructure Academy for construction job training

City leaders voted this week to invest an extra $2.55 million in the Austin Infrastructure Academy, a partnership that includes Austin Community College and Workforce Solutions Capital Area. The funding, spread over four years, will deepen the academy’s ability to train and place Central Texans in well‑paid construction jobs tied to the region’s booming infrastructure projects.

Why the investment matters

Mayor Kirk Watson emphasized that the goal is not merely to count new jobs each year, but to ensure Austinites actually secure those positions. “This is probably the biggest economic development sector we have, and it creates the opportunity for people to move into those jobs in such a way that they can then afford to stay in Austin, in most instances being paid prevailing wages,” Watson said.

Building on prior support

The academy launched in 2024 with an initial $5 million directed to Workforce Solutions for training and career services. Since March 2025, the program has hired staff, held public career fairs, and rolled out system improvements. Its first‑year report, released this spring, highlighted several concrete outcomes:

  • More than 1,500 residents connected to career opportunities
  • Nearly 1,100 participants enrolled, receiving individualized career navigation
  • 162 training scholarships awarded
  • Over 99 participants employed or advanced in their careers, with an average earnings increase of more than $18,000 per year

These figures demonstrate a tangible pipeline from training to stable, well‑compensated work, aligning with the city’s broader goal of preserving affordable housing by keeping wages high.

Linking training to Austin’s infrastructure boom

Major projects such as the I‑35 expansion, Project Connect rail system, the Convention Center redevelopment, and the Austin‑Bergstrom International Airport expansion represent a “once‑in‑a‑generation” construction surge. By equipping local residents with the skills needed for these projects, the academy helps ensure that the economic benefits stay within the community.

Council and community backing

Councilmember Mike Siegel called the program “absolutely critical” for recent high‑school graduates and others seeking entry into the infrastructure sector. Councilmember Krista Laine praised the academy’s collaboration with school districts, including Round Rock ISD, noting its role in creating clear career pathways for students.

Workforce Solutions Capital Area CEO Yael Lawson said, “The City’s initial investment helped establish and support the Academy’s workforce training and career pathway efforts. This continued investment will help build on that foundation, strengthen our local workforce, and better connect Central Texans with opportunities tied to the region’s growing mobility and infrastructure needs.”

Looking ahead

With the new funding, the academy plans to expand its training modules, increase scholarship availability, and deepen partnerships with local contractors who pay prevailing wages. The city hopes the expanded program will further reduce the housing affordability strain by ensuring more Austinites earn wages that keep pace with rising living costs.

By investing directly in people rather than just projects, Austin aims to create a resilient, skilled workforce that can sustain the city’s growth for years to come.
