The U.S. Army has conditionally awarded EnergyX a long-term lease to develop a lithium processing facility on approximately 100 acres at Red River Army Depot in Bowie County, Texas.
Project Details
The project would be developed under the Army’s Enhanced Use Lease program, which allows private companies to build and operate facilities on underused military property while the Army retains ownership of the land. EnergyX would finance, construct, operate, and eventually decommission the facility at its own expense, providing the Army compensation through infrastructure improvements or other in-kind benefits rather than taxpayer funding.
Formal lease negotiations are ongoing, with construction potentially beginning as early as 2027 and the facility expected to reach initial operating capability by 2028. EnergyX plans to work with Red River Army Depot to make the Bowie County site a key part of its Project Lonestar initiative, producing battery-grade lithium to strengthen U.S. energy, manufacturing, and defense supply chains.
