Arlington City Council Approves $35.9 M Incentive Package for New Downtown Mixed‑Use Project

On Tuesday night, the Arlington City Council gave the green light to a substantial incentive package aimed at jump‑starting a new mixed‑use development in downtown Arlington. The package combines roughly $19.5 million from the city’s general fund with about $16.4 million from the downtown tax‑increment reinvestment zone (TIRZ), bringing total public support to $35.9 million.

Project scope and financing

The development will be led by the Dallas‑based Trammel Crow Company and is slated to rise around the Arlington Municipal Court on Abram Street. City staff expect construction to begin next year with completion targeted for 2031. In exchange for the public incentives, the developer must invest at least $123 million in the project.

The mixed‑use plan calls for a minimum of 390 residential units, 39,000 square feet of office space, 8,000 square feet of retail space, and a 600‑space parking garage that will occupy the largest surface‑parking area in downtown. The office component will serve as the administration building for the Arlington Water Utilities department.

How the incentives are structured

The city’s contribution is split between a $9.6 million grant for land acquisition and a $9.9 million reimbursement for other project costs. The TIRZ portion, up to $16.4 million, will reimburse public‑improvement expenses such as the new parking structure. The TIRZ continues to capture the incremental property‑tax revenue generated by rising property values within its boundaries and reinvests that money back into the zone. Earlier this month, council members extended the TIRZ’s lifespan to 2078, ensuring long‑term funding for downtown projects.

Council action and community response

The incentive package sailed through the council’s consent agenda, a procedural tool used for items that are not expected to spark extensive public debate. The vote was unanimous, reflecting broad council support for the development’s potential to boost downtown housing, create jobs, and increase the tax base.

Trammel Crow declined a request for comment, and councilmember Brittney Garcia‑Dumas, whose district includes the site, did not respond to outreach. Nonetheless, the council’s approval signals a strong commitment to revitalizing Arlington’s core and providing more housing options for families while preserving essential municipal services.

What’s next?

With the incentive package secured, the developer will move forward with detailed design work and begin the land‑acquisition process. Residents can expect construction activity to start in 2027, followed by a phased rollout of the residential, office, and retail components through the early 2030s.
