Arkansas DHS Mandates EBT PIN Resets to Combat Benefit Theft

The Arkansas Department of Human Services (DHS) has announced that all recipients of Summer EBT benefits must reset their PINs following reports of benefit theft by out-of-state scammers. This measure aims to protect families from further fraudulent activity.

Protecting Families from Fraud

Eligible families are urged to reset their PINs immediately through the EBT call line at 1-800-997-9999 or via the online portal at ar.gov/summerebt. Until this step is completed, the cards will remain inactive to prevent additional theft. DHS Secretary Janet Mann emphasized the importance of this action, acknowledging the inconvenience but stressing its necessity to thwart ongoing fraud.

Scammers have targeted accounts with common PINs, using methods like skimming devices and phishing scams to steal information. Families are advised to create unique PINs known only to them to enhance security. DHS warns that scammers may attempt new tactics to obtain the new PINs and advises families to be cautious of any unsolicited requests for this information.

Steps to Reset PIN

To reset the PIN, families should call the number on the back of their EBT card, enter the SEBT card number, select the Summer EBT option, and follow the prompts. They should use 0000 for the Social Security Number and enter the child’s date of birth as MM/DD/YY. After setting a new 4-digit PIN, the card will be ready for use.

DHS has implemented anti-fraud protections on the call line to prevent automated scams, though this may inadvertently block some legitimate calls. Families can verify their phone numbers through a form at ar.gov/SNAPfraud if they encounter issues accessing the call line.

Ongoing Investigations and Future Measures

DHS is working with the USDA’s law enforcement arm to investigate these thefts, which have been identified in states like New York and New Jersey. While there is no evidence of a larger system breach, DHS is conducting an internal investigation and consulting with their card vendor for assurance.

Looking ahead, DHS plans to introduce new security features, including chip technology and digital tools to lock accounts or restrict card usage out of state. These enhancements are expected to be implemented by the end of July with a new card vendor.

Summer EBT benefits are federally funded, and DHS cannot replace stolen funds. Victimized families are encouraged to file police reports and visit ar.gov/SNAPfraud for more resources and assistance.
