Casper City Council Approves $140,000 Landfill Revegetation Project

Casper, Wyoming – In a move aimed at restoring a long‑standing waste site, the Casper City Council approved a $140,000 contract on Tuesday to begin the next phase of work at the Casper Landfill. The project, slated to start in the near future, will focus on revegetating the 20‑acre parcel that lies south of Metro Road.

Contract awarded to Rocky Mountain Reclamation

The council selected Laramie‑based Rocky Mountain Reclamation after reviewing bids for the work. The contractor’s proposal came in well below the engineer’s estimate of $266,464, offering a cost‑effective solution for the city’s remediation program.

Scope of the revegetation effort

According to Public Works Director Krista Johnston, the contract requires the contractor to spread biosolids, disc, seed and mulch across the entire landfill area. In addition, the plan calls for the installation of 3,520 linear feet of 4‑foot‑tall wooden slat snow fencing to protect the newly planted vegetation from wind and erosion.

Site preparation has already begun. Existing weeds were chemically treated in July, and biosolids were hauled to the site in late September. The material will be tilled into the soil to improve fertility and support healthy plant growth.

Funding and timeline

The project is being funded entirely through the Old Landfill Remedy Landfill Remediation Program Fund, a dedicated source of money for cleaning up legacy waste sites. The city expects the work to be completed by January 15, giving the community a restored green space before the spring planting season.

Community impact

Revegetating the Casper Landfill is more than an aesthetic improvement; it helps reduce storm‑water runoff, limits dust, and creates habitat for local wildlife. Residents who have long been concerned about the eyesore now have a concrete plan for turning the area into a productive, environmentally responsible space.

“This project demonstrates our commitment to responsible stewardship of public lands,” Johnston said. “By using locally sourced biosolids and a proven reclamation contractor, we are protecting our environment while being fiscally responsible.”

Next steps

City officials will monitor the progress of the revegetation work and provide updates at future council meetings. The successful completion of this project could serve as a model for other municipalities in Wyoming looking to remediate aging landfill sites.
