Cleveland City Council Holds Three Public Hearings on Future Data Center Rules

Cleveland City Council has scheduled a series of public hearings to gather community input on proposed regulations for data centers. The hearings come as the council works to replace a three‑month moratorium on new facilities that expired on Oct. 20.

Why the hearings matter

Data centers have long been a part of downtown Cleveland, but the rapid growth of artificial intelligence is driving demand for much larger “hyperscale” facilities. These larger sites can consume up to 150 megawatts of electricity and significant water resources—far beyond the needs of existing smaller centers.

Local officials are weighing the potential economic benefits against the strain on the power grid, possible increases in electric rates, heavy water use, noise from backup generators, and limited permanent job creation. Residents have expressed concerns that the costs of these utilities could be passed on to households while the promised jobs remain few.

Recent history

Earlier this spring, a developer sought approval for a 300,000‑square‑foot hyperscale data center in the Slavic Village neighborhood. The proposal would have required up to 150 megawatts of power. Cleveland ultimately rejected the permit, citing the need for a more thorough review process.

Across Ohio, municipalities are grappling with similar questions. Cuyahoga County recently issued recommendations for its 59 municipalities to evaluate data‑center proposals. The guidance urges local leaders to require developers to fund necessary electrical upgrades, assess water usage and environmental impacts, set clear noise and setback standards, and avoid secrecy agreements that keep residents in the dark until projects are far along.

Public hearing schedule

Residents can attend any of the three upcoming sessions to learn more, ask questions, and share comments:

  • Tuesday, Sept. 29, 5–8 p.m. – Cleveland City Hall, 601 Lakeside Ave.
  • Tuesday, Oct. 7, 6–8 p.m. – Gunning Recreation Center, 16700 Puritas Ave. (public‑comment sign‑up begins at 5:30 p.m.)
  • Tuesday, Oct. 14, 5–8 p.m. – Cleveland City Hall, 601 Lakeside Ave.

Each meeting will feature a brief overview of the council’s draft policy framework, followed by a public comment period. Officials have emphasized that community feedback will play a central role in shaping the final rules.

What to expect from the new policy

The council’s draft guidelines aim to balance economic development with responsible resource management. Key elements under consideration include:

  • Requiring developers to cover the cost of any electrical infrastructure upgrades needed to support their facilities.
  • Setting water‑use thresholds and encouraging the use of recycled water where feasible.
  • Establishing noise‑level limits and minimum setback distances from residential areas.
  • Mandating transparency agreements so that residents receive timely information about project details and timelines.

By addressing these issues up front, council members hope to ensure that any future data‑center projects contribute meaningfully to Cleveland’s economy without imposing undue burdens on taxpayers or the environment.

How residents can get involved

Community members are encouraged to review the council’s draft policy documents, which are available on the City of Cleveland website, and to prepare questions or concerns ahead of the hearings. Speaking directly to council representatives during the public comment periods provides an opportunity to influence the final regulations.

For those unable to attend in person, the council plans to post recordings of each session online after the meetings conclude.

These hearings represent a critical moment for Cleveland as it seeks to shape the future of a rapidly evolving technology sector while safeguarding the interests of families, businesses, and the broader community.
