Cleveland Landmarks Commission postpones demolition of Empire Junior High

The Cleveland Landmarks Commission met on September 11, 2026, to discuss the future of the former Empire Junior High at 9113 Parmelee Avenue. Commission Chair Julie Trott opened the meeting on time at 9:15 a.m., and Secretary Daniel Musson read the meeting rules. All regular members were present except Brook Sabin and City Planning Director Calley Mersmann, who was represented by City Planner Dan Shinkle.

Safety concerns and historic status

Designer Tye Allison (Robert P. Madison International) and CMSD executive director Hollie Dellisanti warned that the interior of the building has deteriorated to the point of becoming a safety hazard. Bricks have been falling from the side adjacent to the parking lot, prompting the city to close that lot for public safety. The structure is listed on the National Register of Historic Places, a fact highlighted by historic‑preservation planner Jessica Beam‑Wymer.

Tax‑credit and redevelopment challenges

Commission Member Michele Anderson explained that the project lost viability because historic tax credits can no longer be paired with affordable‑housing credits. She called the current tax‑credit policy a “tragedy” for historic buildings and criticized the state for preferring demolition over preservation. Other members echoed concerns that newly built properties lack the character of landmark sites.

CMSD is pursuing affordable‑housing conversions elsewhere, and the commission noted that the demolition bureau manager, Dennis Butler, reported the property at 9840 Lorain Avenue has been vacant for at least 12 years, with evidence of drug use and trash accumulation. Owner Clint Parker has not responded to citations.

Community input and alternative uses

Greater Cleveland Food Bank President and CEO Kristin Warzoma shared that a new food‑service facility at 9030 Lorain Avenue will serve over 50,000 low‑income residents, underscoring the need for community resources. The Food Bank also submitted a public comment supporting a park‑like redevelopment that would preserve some trees and salvage bricks for former students and neighbors.

Landmarks staff member Karl Brunjes recounted the property’s history: the building changed hands in 2013 when Edna Brown purchased it, and it has remained unused since 2015. The surrounding area was designated the Lorain Station Historic District in 1998.

Commission decision

After a thorough discussion, the commission voted to table the demolition application for 30 days, giving stakeholders time to gather additional information. The motion passed unanimously. The commission also approved a motion to explore adding the site to the commercial‑industrial land bank, a step that could open new redevelopment pathways.

While the demolition was not approved at this meeting, the commission emphasized the importance of early identification of at‑risk properties to avoid future demolitions. Residents and community groups were encouraged to stay engaged as the city works toward a solution that balances safety, historic preservation, and the needs of Cleveland families.
