Joppa breaks ground on Joppa Village, new housing for chronic homelessness

DES MOINES, Iowa — On a sunny afternoon marking its 18th year of service, the nonprofit Joppa began construction on a new permanent housing community for people experiencing chronic homelessness. The project, dubbed “Joppa Village,” will eventually feature 50 fully furnished cottage‑style homes designed to provide safe, stable living environments.

Local need and longtime search for a site

Joppa President and CEO Joe Stevens explained that the organization has been searching for the right location for more than a decade. “We’ve been searching for the right site for 12 years. This is a very special place for us,” Stevens said as the first ground‑breaking ceremony took place.

Funding and future phases

The nonprofit has already secured enough money to build the first five cottages. To complete the initial phase of the development, Joppa launched a $7.4 million capital campaign aimed at raising the remaining funds needed for the remaining homes in phase one. The campaign will rely on donations from individuals, churches, local businesses, and philanthropic foundations that share Joppa’s commitment to caring for the most vulnerable members of the community.

Impact on the community

Chronic homelessness remains a pressing issue in many Iowa towns, and Joppa Village is intended to be a model of how faith‑based, community‑driven solutions can address the problem. By providing permanent, fully furnished housing, the project aims to give residents a stable foundation from which they can pursue employment, education, and health care, ultimately reducing reliance on emergency shelters and public assistance.

Local leaders have praised the initiative, noting that it aligns with broader efforts to strengthen families and uphold the dignity of every individual. The project also reflects the values of personal liberty and community responsibility that many Iowans hold dear.

Next steps

Construction crews will begin work on the first five cottages immediately, with an anticipated completion date within the next 12‑18 months. As the capital campaign progresses, Joppa hopes to expand the village to its full 50‑home capacity, creating a lasting resource for those who have struggled to find stable housing.
