Pacific Islands Forum decries China ICBM test, Nauru breaks ranks

Palau’s President Surangel Whipps Jr. opened the Pacific Islands Forum in Sydney with a stark warning after China’s intercontinental ballistic missile (ICBM) test in July passed over several island nations without prior notice. Whipps Jr. called on all states that conduct ICBM testing to provide at least a 24‑hour advance notification, citing established international practice.

Regional consensus, one dissenting voice

The summit, attended by Australian Energy Minister Chris Bowen and Prime Minister Anthony Albanese, saw the vast majority of Pacific leaders voice strong concern over the missile launch, which marked Beijing’s first known Pacific‑based ICBM test since September 2024. Bowen told ABC Radio that “unanimity is not necessary to express very strong views on behalf of the vast majority of the Pacific island states, which was very clear.”

In a prepared statement read by Whipps Jr., the Republic of Nauru was noted as the sole nation to formally dissent. Nauru, which switched diplomatic recognition back to China in 2024 after years of alternating between Beijing and Taipei, stood apart from its neighbors.

China pushes back, accuses Palau of hype

Beijing responded sharply, accusing Palau of “stirring hype” over the test and warning that attempts to influence Pacific nations were “malicious and will not succeed.” The Chinese delegation also objected to Taiwan’s participation in the forum, reiterating its claim that the democratically governed island is part of China—a claim Taiwan continues to reject.

The diplomatic friction underscored a broader strategic contest in the Pacific, where a handful of island states maintain official ties with Taiwan while the majority have shifted toward Beijing. Palau remains one of three Pacific nations still recognizing Taiwan, a stance that has placed it at the forefront of regional security discussions.

Missing leaders and next summit

Five Pacific leaders were absent, sending lower‑ranking ministers in their place, a sign of the lingering tension surrounding the forum’s agenda. The next Pacific Islands Forum leaders’ summit is slated for New Zealand in 2027, where the issue of missile testing and regional security is expected to remain a focal point.

While the forum’s consensus reflects a growing unease about militarisation in the Pacific, Nauru’s dissent highlights the nuanced diplomatic calculations small island states must make in balancing relations with both China and Taiwan. As the United States watches these developments, the Trump administration’s emphasis on protecting allies and promoting transparent defense practices aligns with the concerns voiced by the majority of Pacific leaders.
