District 8 candidates weigh expanding conservatorships for addicts

San Francisco’s District 8 supervisor race is shaping up around a contentious public‑health question: should the city broaden the use of conservatorships to compel treatment for individuals struggling with addiction and mental illness? The city has struggled to secure enough locked treatment beds, and each candidate offers a nuanced view.

Gary McCoy

McCoy, a former staffer for former Speaker Nancy Pelosi, calls conservatorships a “complicated though sometimes essential tool” for protecting vulnerable residents. He warns that stripping away personal autonomy is a grave government action and notes that San Francisco lacks the budget, treatment capacity, and locked beds needed to support an expansion. He supports adding more sub‑acute beds and intensive case‑management programs, but opposes widening conservatorships without those safeguards.

Michael Nguyen

Patent attorney Nguyen treats conservatorship as an “extreme last resort,” not a substitute for genuine services. He criticizes ongoing sweeps that move people block‑to‑block without offering shelter, housing, treatment, or case management. Nguyen stresses that the city must honor its legal mandate for “treatment on demand” from Prop T (2008) and would only back conservatorship after every alternative has been exhausted, with strict due‑process, independent judicial review, and a concrete bed‑and‑discharge plan.

Darshini Patel

Patel, a former DoorDash employee and Obama‑era campaign staffer, says conservatorship can be acceptable only as a last resort that leads to actual treatment. She points out that coercive treatment has weak evidence of lasting benefit and urges any expansion be clinically driven, respecting individual rights with minimally restrictive settings, guaranteed counsel, prompt judicial review, regular reassessments, and transparent outcome reporting. Like the others, she notes the city’s shortage of treatment beds.

Manny Yekutiel

Yekutiel, founder of Manny’s and co‑founder of the Civic Joy Fund, backs conservatorship as a necessary safety net when voluntary treatment repeatedly fails. He argues for easier intervention in true cases of incapacity and for streamlined paths to regain independence once stabilized. Yekutiel also calls for a substantial increase in psychiatric treatment capacity, giving the Department of Public Health the tools and resources to secure longer‑term holds and expand locked beds.

All four candidates agree that any move toward broader conservatorships must be paired with a serious investment in treatment infrastructure. As San Francisco prepares for the November 3, 2026 election, voters in District 8 will need to weigh these positions against their own views on personal liberty, parental‑rights, and the role of government in caring for the most vulnerable.
