Jefferson County Commission approves new Humane Society facility amid data‑center dispute

The Jefferson County Commission met on Tuesday and approved a license transfer that will move the Greater Birmingham Humane Society (GBHS) from its current airport‑adjacent site to a brand‑new facility on Sydney Drive near Lakeshore Parkway in the Oxmoor area. Commissioner President Jimmie Stephens praised the partnership, saying the move will allow more animals to be rescued and adopted.

Humane Society’s new home and ongoing legal battle

GBHS Marketing Director Stephanie Salvago explained that the county‑owned building is the first phase of a larger complex designed to house animals. While the organization must honor the county contract, GBHS continues to fight the nearby Nebius hyperscale data center, which threatens the group’s planned $67 million medical campus. The data‑center project has already cost GBHS nearly $20 million in pledged donations, and the CEO warned that the organization may not be able to fund the second, unfinished phase of the campus.

Salvago noted that GBHS has sued both the City of Birmingham and Nebius to prevent the data center from being built adjacent to the humane‑society facilities, citing unknown impacts on animals and staff. This is the second time a data‑center proposal has disrupted GBHS’s expansion plans; a prior effort in North Titusville fell through after a competing data‑center developer, DC Blox, entered the site.

Juvenile‑detention leadership adds a light‑hearted moment

During the commission meeting, new director of the G. Ross Bell Juvenile Detention Center, David Rich, wore a SpongeBob‑themed tie to celebrate his department’s recent accreditation by the Alabama Department of Youth Services. Commissioners joked about the tie, with Joe Knight asking if the staff would treat them to a “Krusty Krab” meal. Rich replied that visitors would be well fed.

Rich, who brings more than 20 years of juvenile‑probation experience, emphasized the importance of keeping young residents active. He described new programs such as a music room, outdoor activities, gardening projects, and educational classes, arguing that idle hands are “the devil’s playground.”

Economic‑development incentives approved

The commission also approved two major incentive packages. U.S. Steel Seamless Tubular Operations LLC will invest $463 million—$222 million for a new building and $241 million for equipment. The project is expected to create 152 jobs at an average wage of $35.36 per hour. In return, the county will receive a grant for the new jobs and a tax‑abatement package capped at $456,000, projected to generate a $686,201 return on investment.

Drummond Company received a similar non‑educational tax abatement for its ABC Coke facility at 900 Huntsville Avenue in Tarrant. The company plans a capital investment of nearly $183 million to replace coke ovens and equipment supporting its foundry operations, also expected to bring a comparable return to the county.

Looking ahead

With the humane‑society move approved and major industrial projects receiving incentives, Jefferson County officials are positioning the region for both animal‑care expansion and job growth. However, the ongoing legal dispute with Nebius highlights the tension between high‑tech development and community‑focused nonprofits. The commission’s decisions this week reflect a balance of supporting local charities, encouraging private investment, and safeguarding the county’s long‑term interests.
