Trump seeks new talks with North Korea amid nuclear and Russia concerns

President Donald Trump announced his intention to meet with North Korean leader Kim Jong Un before the end of 2026, reviving the summit diplomacy that marked his first term. The effort comes as Washington faces a more complex strategic environment: North Korea now fields a larger nuclear stockpile and multiple delivery systems, while its partnership with Russia has grown stronger.

Strategic backdrop

Unlike Iran, which remains a separate nuclear challenge, North Korea already possesses a mature nuclear arsenal. Victor Cha, Korea Chair at the Center for Strategic and International Studies, told Fox News Digital that Trump may view renewed talks as a way to shift attention from Iran and reduce the number of adversaries confronting the United States. Cha noted, “There really isn’t a military solution for a country like North Korea that has 50, 60, 70 nuclear weapons and several delivery systems for those weapons.”

Realistic goals

Experts say a sweeping denuclearization agreement is unlikely. Kelsey Davenport, director for nonproliferation policy at the Arms Control Association, warned that North Korea can now bargain harder than in 2018. Instead, negotiations may focus on limiting nuclear and long‑range missile tests, establishing a direct crisis‑management channel, and weakening Pyongyang’s growing ties with Moscow.

Cha identified several concrete objectives that could be pursued short of full denuclearization: a formal ban on nuclear and intercontinental ballistic missile tests, a reduction in joint U.S.–South Korea exercises, phased sanctions relief, and possibly a peace declaration that acknowledges the technical state of war that has persisted since the 1953 armistice.

Leverage and incentives

Washington’s bargaining chips could include limited sanctions relief, adjustments to U.S. force posture in the region, and the political value of direct engagement with the U.S. president. For North Korea, a deal that leaves its nuclear weapons intact may still represent progress toward its long‑standing goal of de facto recognition as a nuclear‑armed state.

Sanctions relief remains a potent incentive. Anthony Ruggiero, former National Security Council director for North Korea, said that pressure loses effectiveness if the United States does not continue to close loopholes that North Korea exploits. “The North Koreans always complain that the sanctions don’t hurt them, but then that’s the first thing they always ask for,” he said.

Humanitarian angle

The 2018 Singapore summit included a commitment to recover the remains of U.S. service members killed during the Korean War. Pyongyang returned 55 boxes of remains in 2018, and a future agreement could restart joint recovery efforts, providing a tangible humanitarian benefit for American families.

Regional implications

Any U.S.–North Korea dialogue will also test the U.S.–South Korea alliance. While Seoul may welcome renewed talks after years of stalemate, it will likely remain cautious about concessions that affect U.S. troop levels or joint exercises. Cha noted that South Korea did not know in advance about Trump’s recent reduction in joint drills, but could view the diplomatic reset as a net positive if it leads to broader stability.

North Korea’s recent behavior shows a measure of restraint: it has not conducted a nuclear test since 2017 and has not launched an intercontinental ballistic missile in flight since Trump returned to office. Nonetheless, the regime continues to fire short‑range ballistic missiles, underscoring the need for reliable crisis communication.

Outlook

While a grand bargain that eliminates North Korea’s nuclear arsenal appears out of reach, Trump’s push for limited agreements could reduce immediate nuclear risk and lay groundwork for future steps. The administration’s ability to balance sanctions relief, security guarantees, and humanitarian concerns will shape the next phase of U.S.–North Korea relations.
