Feds Propose Head Start Deregulation

The U.S. Department of Health and Human Services has proposed sweeping rule changes to deregulate Head Start early childcare programs across the country. The proposed changes would allow states to set child-to-staff ratios and require providers to teach in English.

Local Concerns

The director of the Idaho Head Start Association, Megan Woller, expressed concerns about the proposal, stating that it could undermine the mission of Head Start to uplift families out of poverty. Woller also noted that the proposed rule changes would require programs to conduct all education in English, with an exemption for Indian Head Start agencies.

The Community Council of Idaho, one of Idaho’s grantees, operates several Migrant and Seasonal Head Start programs that include instruction in English and Spanish. Woller emphasized the importance of these programs in promoting trust within communities by engaging with parents who may not speak English.

Regulatory Changes

The proposed rule changes would eliminate some federal regulations and allow states to set their own guidelines on group sizes, child-to-staff ratios, background checks, and transportation practices. The Idaho Legislature had previously passed a bill deregulating childcare and reducing requirements for child-to-staff ratios, which Woller described as ‘problematic’ for early childcare stakeholders.

The federal government will receive public comment for 60 days before taking action on the proposed rule changes. Woller stated that the Idaho Head Start Association will likely make a comment as a unified voice among Idaho’s 13 grantees that operate about 80 Head Start centers in the state.
