Allen City Council Updates

The Allen City Council met on June 23, addressing several key issues. One of the main topics of discussion was an amendment to the city’s Buildings and Standards Commission. The commission has historically made recommendations on the adoption of model codes and amendments to the Allen City Council. However, due to state law requirements for cities with populations over 100,000, different requirements apply for notification prior to adopting model codes and amendments.

Amended Land Code

City staff recommended that the administrative portion of the Allen Land Development Code be amended to comply with state law and clearly outline the role of the Buildings and Standards Commission. This includes hosting public hearings and making recommendations to the City Council. According to Community Development Director Hayley Angel, the amendment is necessary to make the commission’s role explicit in the city’s code.

Impact Fees Rate Update

The City Council also approved a $195,500 contract with civil engineering consulting firm Birkhoff, Hendricks and Carter L.L.P. to update the city’s impact fees. Impact fees are collected from developers to offset costs for capital improvements and facility expansions that result from new development within the city. The fees are collected for impact on water, wastewater, and transportation infrastructure.

City Council Budget Workshop

The City Council established August 21-23, 2026, as the dates for the next fiscal year’s budget workshop. The annual budget workshop allows council members to review the proposed budget for the upcoming fiscal year and includes presentations from city staff on projects in need of funding that support the city’s strategic plan.
