City View Restaurant, tucked into the second floor at 662 Commercial Street in the heart of the Financial District, is the kind of place locals quietly treasure. It draws a devoted crowd of Chinatown regulars, downtown office workers, and savvy visitors who have done their homework. The space itself is airy and bright, with large windows and white tablecloths that give it a sense of occasion without pretension. It seats a crowd, but the energy is convivial rather than chaotic — the hum of conversation, the cheerful negotiation over the last order of sticky rice wrapped in lotus leaf, the gentle percussion of tea cups being refilled.

Dim sum here is served the traditional way: roving carts pushed by efficient, friendly staff who wheel their wares tableside so you can point, nod, and stack your table high. This is not a check-a-box-on-a-paper-form operation. Watching a cart roll by piled with glistening siu mai, golden taro dumplings, and perfectly crimped shrimp cheung fun is one of the small joys of eating in this city, and City View does it better than almost anywhere still operating this way in San Francisco.

The har gow — steamed shrimp dumplings — arrive translucent and delicate, the wrappers thin enough to show the pink curve of the shrimp inside. The BBQ pork buns are pillowy and generously filled, their tops split open just enough to show the glossy, slightly sweet filling beneath. Do not, under any circumstances, let the pan-fried turnip cake pass you by. Crispy on the outside, tender within, it is one of those simple preparations that speaks volumes about the kitchen’s attention to detail.

City View opens for dim sum service at 11 a.m. on weekdays and 10 a.m. on weekends, and it fills up fast, particularly on Saturday and Sunday mornings when families arrive in force. Arriving right at opening is the move — you get your pick of tables, the carts are fully stocked, and there is something quietly magical about being among the first to settle in with a pot of jasmine tea while the rest of the city is still waking up.

The neighborhood adds to the charm. Commercial Street is one of those narrow, historic corridors that feels removed from the bustle of nearby Grant Avenue and the tourist orbit of Fisherman’s Wharf. After your meal, you are perfectly positioned to wander into Chinatown proper, browse the produce stalls on Stockton Street, or walk down to the Embarcadero and watch the bay glitter in the midday light.

Prices are refreshingly reasonable — you can eat extremely well here for under twenty dollars a person, which in San Francisco these days feels like its own kind of miracle. Bring cash if you can, come with an appetite, and go ahead and flag down that cart with the egg tarts. You have earned it.
