West Chester Township Ends Agreement with Voices of America Country Music Festival

West Chester Township officials released a detailed statement this week explaining why the Voices of America (VOA) Country Music Festival will no longer be held in the community. The decision follows a review of hundreds of emails and text messages exchanged between Further Festivals, the company that manages the event, and township staff.

License violations and missed deadlines

The township said Further Festivals repeatedly failed to meet the terms of its license agreement. Critical public‑safety planning milestones were missed, and the organizer did not submit required documentation on time. Because of these lapses, the township had to involve legal counsel to address the contractual breaches.

Unpaid bills and public‑safety costs

Financial records show that the festival owed the township and its partners for services rendered. Late payments triggered legal involvement, and the unpaid balances included nearly $250,000 for special‑duty fire and police services. A grant covered roughly $200,000 of that amount, leaving the township responsible for the remaining costs.

Economic impact deemed insufficient

West Chester officials also noted that the festival does not generate enough economic activity to justify the public investment. The township does not receive direct sales or income‑tax revenue from the event, and the increase in hotel occupancy was described as “meaningful” only in a limited sense. Without a clear return on taxpayer dollars, officials concluded the partnership was not sustainable.

Future events remain possible

While the township emphasized that it is not opposed to hosting large gatherings, it stressed the need for a “right partner and operating plan.” Officials indicated they will continue to evaluate other events that can provide a stronger economic benefit while meeting public‑safety requirements.

Community response

Local residents and business owners expressed mixed reactions. Some praised the township for protecting taxpayer funds and demanding accountability, while others worried about the loss of a cultural event that draws visitors to the area. The township plans to hold a public meeting next month to discuss future event opportunities and gather input from the community.

Further Festivals has not yet issued a public response to the township’s statement. The festival’s future location remains undecided, but organizers have indicated they are exploring alternative sites that can meet both logistical and financial expectations.
