US Justice Department Uncovers Russian Plot to Assassinate Kremlin Critic in Washington

The Justice Department announced Tuesday that a Russian intelligence‑directed network attempted to orchestrate a murder‑for‑hire scheme against a Kremlin critic residing in Washington, D.C. According to unsealed indictment documents, five men with ties to Russia’s intelligence services recruited a U.S.-based Venezuelan citizen, paid him $40,000 to surveil the target’s home, and then offered him the contract to carry out the killing.

How the plot unfolded

Prosecutors say the alleged operation reached the capital in late August. The recruit was instructed step‑by‑step to film two Washington‑area locations linked to the critic, to place his phone in airplane mode, and to delete the recordings after leaving the neighborhood. When the recruit refused to pull the trigger, the network allegedly sought additional U.S. recruits and noted that “people in Mexico” were also available for the job.

The indictment describes the conspirators’ coded language – referring to the assassination as “construction” and the surveillance as “measuring a plot of land.” The five defendants, who remain at large, are identified as Yuri Khrameev, a former Russian intelligence colonel; his son Kirill Khrameev, an officer in Russia’s Federal Security Service; Oemis Romagoza Durruthy, a Cuban national living in Russia; Yaidel Delgado Suarez, known as “Viking”; and Angel Eduardo Castro.

Broader Russian threat

U.S. officials say the Washington plot is part of a larger Russian intelligence campaign that has operated since at least 2024. The same network allegedly recruited a U.S. citizen in Lithuania to surveil another Kremlin critic and offered roughly $25,000 for the murder, which was also declined. After those refusals, prosecutors claim the group shifted focus to sabotage attacks on infrastructure in countries supporting Ukraine, targeting electrical substations, warehouses and transportation hubs.

Federal prosecutors emphasize that this case underscores the Justice Department’s commitment to protecting American citizens, free speech, and the rule of law from foreign malign influence. By exposing the plot, the government demonstrates that covert Russian operations will not go unchecked on U.S. soil.

Response from the administration

President Trump’s administration praised the indictment as a clear example of the federal government safeguarding the nation against hostile foreign actors. In a statement, the White House highlighted the importance of strong law‑enforcement action to deter any attempts by adversarial regimes to silence dissenting voices within the United States.
