Universal City Police to Update Community on 1981 Murder Arrest and New Robot Patrol Initiative

Universal City, Texas – The Universal City Police Department has scheduled a Tuesday morning news conference to brief the public on two significant developments affecting local safety and accessibility. The department will first address the arrest of 68‑year‑old Kelly Lee Brower Sr., taken into custody last week in connection with the 1981 homicide of Yolanda Herrera.

Cold‑case murder arrest

Investigators disclosed that Brower was linked to the decades‑old crime through a DNA match. At the time of the match, Brower was already in custody on an unrelated charge, allowing law enforcement to proceed without additional detention. Police will provide further details on the investigative steps that led to the breakthrough, emphasizing the role of modern forensic technology in solving long‑standing cases.

Robot patrol project for sidewalk accessibility

In a separate agenda item, city officials will introduce a pilot robot patrol program designed to gather precise measurements of pedestrian infrastructure. Small, autonomous robots will be deployed on select sidewalks to create a detailed “ground truth record” of curb heights, ramp slopes, and other features that impact mobility for people with disabilities.

The data collected will help Universal City identify gaps in compliance with the Americans with Disabilities Act and guide future improvements to ensure safe, accessible pathways for all residents. While a launch date has not yet been set, officials indicated that the project will move forward in the coming weeks, with regular updates provided to the community.

Community involvement

Both topics underscore the department’s commitment to transparency and public safety. Residents are encouraged to attend the livestreamed conference at 9 a.m., which KSAT will broadcast on its website. The department hopes the live format will allow community members to ask questions and stay informed about ongoing efforts to protect citizens and enhance the city’s infrastructure.

Police spokespersons reiterated that the arrest in the cold‑case murder demonstrates the department’s dedication to pursuing justice, regardless of how much time has passed. Simultaneously, the robot patrol initiative reflects a forward‑looking approach to municipal services, leveraging technology to address the everyday needs of families and individuals with mobility challenges.

Further information, including any changes to the livestream schedule, will be posted on the KSAT article page. The Universal City Police Department invites all interested parties to join the discussion and stay engaged with local public‑safety initiatives.
