Ukraine warns of Patriot interceptor shortage as missiles continue to threaten civilians

In a rare on‑the‑ground interview, Ukrainian defense officials allowed CNN to view a Patriot missile launcher stationed near Kyiv. The engineers confirmed that the system’s 16 launch tubes have not fired in weeks because the country has exhausted its supply of interceptors.

Shortage details

The chief engineer, identified only as Dmytro for security reasons, said the last interceptor was launched ten weeks ago and that the unit has not seen a Patriot fire for six weeks. President Volodymyr Zelensky has previously estimated that Ukraine needs about 5% of the U.S. Patriot stockpile to survive the winter, but the nation currently holds roughly 1%.

“It is a heartbreaking sight when you have equipment but you’re not able to intercept any missile,” Dmytro said, visibly emotional. “Ballistic missiles are flying over your head and you are not able to do anything with it, and behind you, there are civilians.”

Operational impact

Patriot systems rely on a complex network of radars and command centers that operate the launchers remotely. A second crew member, Heorhi, who works in the command center, explained that deciding which missile to engage requires experience and is ultimately made by the unit commander. He described the act of launching an interceptor as “something magical,” while also noting the heavy responsibility of protecting civilian populations, critical infrastructure, and the families of service members.

Global supply crunch

The shortage reflects a broader international shortfall. Gulf states used large numbers of Patriot interceptors in early 2026 to counter Iranian drone attacks, depleting global stocks. According to the Foreign Policy Research Institute, coalition forces expended an average of 225 interceptors per day during the first four days of the Iran‑related conflict, while Lockheed Martin produced only 620 interceptors in 2025—about 1.7 per day—creating a 132‑to‑1 gap between usage and production.

The U.S. Department of Defense has a seven‑year agreement to increase production to 2,000 interceptors annually by 2030, but that timeline will not meet Ukraine’s immediate needs, as the war enters its eighth year.

Ukrainian response

Zelensky has discussed the possibility of building Patriot interceptors in Ukraine under license from U.S. manufacturers. He told CNN that any such plant would be owned and operated by Ukrainian engineers, with the goal of producing the weapons domestically. However, both Raytheon and Lockheed Martin have indicated that the technology is highly complex and cannot be transferred quickly.

During the NATO summit in Ankara, former President Donald Trump offered Ukraine licensing to begin domestic production, but later expressed doubts about the feasibility of the plan. A White House official later clarified that no final decisions or guarantees have been made regarding the transfer of Patriot technology.

Looking ahead

With winter approaching, Ukrainian officials stress the urgency of securing additional interceptors. The shortage underscores the strategic importance of maintaining a robust supply chain for advanced air‑defense systems and raises questions about how the United States and its allies will support Ukraine’s defense needs in the months ahead.
