Ukraine struggles to defend cities as Russian ballistic missiles evade Patriot systems

Ukraine’s major cities, including Kyiv, are facing a growing threat from Russian ballistic missiles that travel at several times the speed of sound and descend at a steep angle. The rapid flight path gives air‑defense crews only seconds to detect, track and engage the warhead, a challenge that the U.S.-made Patriot system is currently best equipped to meet.

Why ballistic missiles are hard to stop

Unlike cruise missiles, which fly like pilotless aircraft, ballistic missiles are launched like rockets and then plunge toward their targets at extreme speeds. Thomas Withington, an electronic‑warfare expert at the Royal United Services Institute, likened the physics to trying to catch a fast‑moving ball – the faster it goes, the harder it is to intercept.

Russia’s primary ground‑launched ballistic missile is the Iskander‑M, while the air‑launched Kinzhal and adapted S‑300 and S‑400 missiles have also been used against ground targets. The hypersonic Zircon, technically an anti‑ship cruise missile, behaves similarly to a ballistic missile, further complicating interception.

Patriot systems are scarce and stretched thin

Ukraine’s most capable air‑defense asset, the Patriot PAC‑3 system, uses a maneuverable interceptor that collides directly with an incoming warhead. According to Ukrainian Air Force spokesman Yurii Ihnat, Patriots are the only Ukrainian‑operated system able to engage the Iskander‑M, S‑400 and Zircon missiles.

However, Ukraine has far fewer Patriot batteries and interceptors than needed to protect every city. When a Patriot battery is absent, out of position, or low on missiles, other Ukrainian defenses cannot adequately substitute, leaving gaps that Russian forces exploit.

Interceptor shortages and production limits

The shortage of interceptors has been exacerbated by the U.S.–Israeli conflict with Iran, which has drawn down U.S. Patriot and THAAD stocks. An Associated Press analysis estimates that the U.S. Patriot inventory has fallen by at least 65 % from pre‑war levels. Lockheed Martin delivered more than 600 PAC‑3 MSE interceptors in 2025 and aims for an annual capacity of 2,000 by the end of 2030, while Europe’s first Patriot production line is slated to open in Germany later this year.

President Donald Trump indicated at a NATO summit in July that the United States would consider granting Ukraine a license to produce Patriots domestically, but later said no final decision had been made. Even with a license, experts say it would take years before Ukrainian factories could turn out operational systems.

Alternative approaches and diplomatic efforts

Ukraine is also pursuing a strategy of striking missile launchers before they can fire, essentially “shooting the archer instead of the arrow.” President Volodymyr Zelenskyy has asked the United States to help secure Elon Musk’s permission for Ukrainian forces to use Starlink communications for targeting inside Russia, where the service has been restricted.

In addition, Kyiv is developing a lower‑cost anti‑ballistic system called Freya, a joint effort with nine European nations. Zelenskyy said the coalition could develop a mass‑produced system within 12 months, though Freya remains in the development stage with no clear operational timeline.

Impact on Ukraine’s defense posture

Following a recent ballistic missile strike on Kyiv, Zelenskyy reported that Ukraine received only one‑third as many air‑defense missiles in the first half of 2026 compared with the same period last year. He urged partner nations to increase interceptor deliveries or impose additional sanctions on Russia, noting that much of Russia’s missile production has so far escaped sanction pressure.

The combination of limited Patriot coverage, interceptor shortages, and the high speed of Russian ballistic missiles continues to leave Ukrainian cities vulnerable, prompting ongoing diplomatic, industrial, and tactical efforts to close the defense gap.
