U.S. intelligence venture In-Q-Tel helps German drone maker Quantum Systems enter American market

Munich‑based Quantum Systems announced that a partnership with In‑Q‑Tel, the venture arm of U.S. intelligence agencies, was instrumental in securing its first contracts with the Central Intelligence Agency and the Federal Bureau of Investigation. Co‑CEO Sven Kruck told Reuters that the investor’s network “made it easier to get started in the U.S. with clients CIA and FBI” and helped the company establish a presence in a market that is typically difficult for foreign defense firms to penetrate.

U.S. capital and networks drive European defense growth

Quantum Systems, which builds reconnaissance, attack and interceptor drones for customers ranging from Ukraine to Germany, says the modest revenue from its early U.S. intelligence contract gave the firm the credibility needed to attract further buyers. The company is now valued at roughly $8 billion, making it one of Europe’s largest defense startups.

In‑Q‑Tel, a venture capital firm created by intelligence officials to identify and invest in technologies relevant to U.S. national security, typically makes small investments—often under $3 million—but adds value by connecting portfolio companies with U.S. defense buyers. Its portfolio already includes German defense firm Stark, data‑analytics giant Palantir Technologies and drone leader Anduril.

Strategic implications for Europe

European officials have repeatedly expressed a desire to reduce reliance on Washington for defense procurement. Germany, for example, is seeking to rebuild its armed forces while maintaining access to U.S. capital and markets. The Quantum Systems case highlights the tension between that goal and the reality that many European defense innovators still depend on U.S. investors and the accompanying regulatory approvals.

European Parliament security and defence committee chair Marie‑Agnes Strack‑Zimmermann warned that In‑Q‑Tel is not a purely financial investor; its mandate includes securing access to the best technologies for U.S. intelligence services. She noted that such investors can exert “strategic influence” through observation rights, licensing deals and access to government contracts.

Regulatory hurdles and U.S. requirements

Like other defense firms, Quantum Systems cannot sell technology that originated in the United States to third‑party nations without U.S. approval. The company has responded by establishing manufacturing facilities and staff in the United States, a step that satisfies Washington’s requirement for foreign defense suppliers to maintain a domestic footprint.

While Quantum’s leadership praised the support from American investors, Kruck added that In‑Q‑Tel had not reached out proactively in the past two years, suggesting that the partnership is more about leveraging existing networks than ongoing financial backing.

What this means for American investors

In‑Q‑Tel’s growing presence in Europe underscores the continuing influence of U.S. capital on the continent’s deep‑tech ecosystem. Jennifer Nelson, executive vice president for international at In‑Q‑Tel, described Europe as a “critical source of mission‑relevant innovation” and called Germany “a particularly important innovation partner and strategic ally.”

For U.S. policymakers, the case raises questions about how best to balance national security interests with the desire of European allies to develop more independent defense capabilities. The Trump administration has repeatedly emphasized the importance of strong, technology‑rich alliances, and the Quantum Systems story illustrates how private‑sector tools like venture capital can advance that agenda.

As Europe ramps up military spending, the partnership model demonstrated by Quantum Systems may become more common, offering American investors a pathway to shape the next generation of defense technology while reinforcing transatlantic security ties.
