Drivers on Farm-to-Market Road 1103 between Interstate 35 and Rodeo Way are seeing lane closures and construction cones as TxDOT works to widen one of Cibolo’s busiest corridors. The project will add a center turn lane, converting the road from two lanes to four, and will include bike lanes and sidewalks on both sides.
Growth drives the need for expansion
Cibolo City Manager Wayne Reed said the widening stems from the city’s rapid growth and increasing travel demand. In 2000, roughly 4,000 people lived within the city limits; today the population exceeds 40,000. Planning and Economic Development Director Rick Vasquez noted a 733% increase in growth over a 26‑year span, underscoring the need for improved infrastructure.
Delay caused by utility conflicts
TxDOT originally projected completion by late 2025 or early 2026. The timeline has now shifted to 2029 after utility conflicts delayed work. Both above‑ground and underground utility lines interfered with construction, taking about two years to resolve.
“We’re blessed to be managing that growth in a very strategic way,” Reed said.
Future projects and funding
City officials also anticipate a railroad overpass at FM 78 and Country Lane, estimated to cost nearly $70 million. The overpass would be funded through a TxDOT grant and is expected to reduce traffic delays caused by passing or stalled trains, as well as improve fire and police response times between the north and south sides of Cibolo.
A TxDOT spokesperson indicated the overpass is still in the planning phase, with construction slated to begin in about three years.
