Trump beef import plan sparks backlash from ranchers in the Plains states

State Republican leaders from the beef‑heavy Plains are sounding the alarm that President Trump’s recent decision to import 300,000 metric tons of foreign ground beef could undercut the very ranchers who formed a core part of his 2024 electoral base.

Local leaders say the move “pulled the rug” from under ranchers

Sen. Mike Rounds (R‑South Dakota), who is seeking re‑election, told reporters his constituents “love the president” and view him as part of the family. Yet he said the import order feels like the administration “pulled the rug right out from underneath” them. “They’re hurt. They feel let down,” Rounds said, adding that many wonder, “Why would he do this to us? Doesn’t he understand agriculture?”

Similar concerns were voiced by other Plains Republicans. Rep. Zach Nunn (R‑Iowa) called for a “Made‑in‑America‑first” beef program that stands with cattlemen, while Rep. Troy Downing (R‑Montana) warned that the timing of the imports could destabilize market prices just as ranchers bring cattle to market.

Administration defends the temporary import strategy

The White House argues the move is a short‑term measure to lower grocery bills. President Trump signed the order last week, promising that imported ground beef would be sold at 25% below current market prices for a 90‑day period. Administration officials say the lower prices will give consumers relief while allowing ranchers to rebuild herds that have been hit by drought and a screwworm outbreak.

U.S. Trade Representative Jamieson Greer told a group of House Republicans that the import plan is temporary and intended to ease high beef prices. He acknowledged rancher frustration but maintained the strategy is necessary to keep food costs down.

Ranchers worry about long‑term herd recovery

Senate Majority Leader John Thune (R‑South Dakota) expressed sympathy for the goal of cheaper beef but questioned the method, noting the state produces some of the nation’s highest‑quality beef and is working to rebuild herds.

Rep. Downing explained that a sudden price drop could force ranchers to choose between investing in next year’s heifers or selling more calves to cover operating costs—neither option supports herd growth.

Republican lawmakers seek alternative solutions

Several GOP senators, led by Sen. Roger Marshall (R‑Kansas), have written to Agriculture Secretary Brooke Rollins and Interior Secretary Doug Burgum urging the administration to lift Biden‑era grazing restrictions and expand access to public and private lands for cattle.

“The federal government must remain laser‑focused on partnering with the industry and state efforts for ranchers, expand grazing on public and private lands, and improve protein processing capacity,” the letter read.

As midterm elections approach, the beef‑import controversy highlights a tension between the administration’s promise of lower consumer prices and the economic realities of the farming community that helped deliver Trump’s victory.
