Trump administration pushes voluntary AI oversight as Congress stalls

Sources familiar with the matter said the administration wants to avoid premature public disclosure while finalizing its policy framework.

Voluntary agreements with industry

CAISI has already signed voluntary agreements with OpenAI and Anthropic, and the new deals with the three major AI firms would round out its oversight reach. Industry leaders have expressed mixed reactions, with some warning that overly restrictive rules could hinder U.S. competitiveness against China, while others argue that stronger safeguards are essential to prevent misuse.

Executive order and export‑control actions

In June, President Trump signed an executive order establishing a voluntary program for reviewing frontier AI models before public release. Earlier, the Commerce Department issued an export‑control ban that forced Anthropic to pull its Mythos model and its public version, Fable, over concerns about potential security loopholes.

Debate over the best oversight hub

Within the administration, officials are divided on whether CAISI should remain the primary point of contact for AI testing and standards or whether oversight should shift to the National Security Agency. The White House’s Office of the National Cyber Director, the Treasury, and the Pentagon also play roles in the emerging AI oversight framework.

Balancing innovation and security

Administration officials stress the need to balance rapid AI innovation with national‑security safeguards. “The President’s team is working closely together to balance innovation and security in AI policymaking,” a White House spokesperson said.

As AI models become more capable, the administration’s flexible, voluntary approach aims to protect the United States without stifling the industry, while Congress continues to grapple with the complexities of drafting lasting AI legislation.
