Trump Administration Moves to Share Passport Data with States for Voter Citizenship Checks

The Trump administration is taking concrete steps to safeguard the integrity of the upcoming November midterm elections. In a filing disclosed by the Justice Department, the State Department announced it will propose a new “routine use” that would allow state and local election officials – and certain nonprofit groups – to access the federal passport records system for the purpose of confirming voter citizenship.

Administration says the plan protects data and deters fraud

“The objective of the plan is to share the information in a way that protects Americans’ data, deters fraud and supports the integrity of U.S. citizenship,” a State Department spokesperson told NewsNation. By making passport data available through existing federal verification platforms, officials can more quickly identify non‑citizens who may have been mistakenly or fraudulently registered.

The proposed notice, which could be published in the Federal Register as early as Oct. 22, would describe the sharing of “personally identifiable information” from the Passport Services Records system with other federal agencies and qualified state and local entities. The filing notes that the information would be used for “verifying the identity or citizenship for users accessing government websites and applications, voter eligibility, and other governmental services.”

Legal backdrop and recent Supreme Court win

This move follows a 6‑3 Supreme Court decision that allowed the Department of Homeland Security to share citizenship information with local governments for voter verification. The Court’s ruling, issued just days before the filing, reinforces the administration’s broader effort to give election officials the tools they need to prevent illegal voting.

Earlier attempts to use federal records – such as Social Security data and DHS databases – were hampered by court challenges. The passport‑record proposal represents a more robust, legally vetted approach that aligns with the 1974 Privacy Act’s requirement for public notice before establishing a new routine use of federal records.

Critics and political context

Democratic leaders, including the New Jersey governor, have warned that the plan could lead to the removal of thousands of non‑citizens from voter rolls. The filing was part of a lawsuit brought by the Democratic Senatorial Campaign Committee challenging President Trump’s executive order on mail voting. The Supreme Court recently blocked the Postal Service from implementing parts of that order, though other provisions remain in effect.

While opponents argue the measure could disenfranchise legitimate voters, the administration emphasizes that the data‑sharing protocol includes strict safeguards to protect privacy and ensure accuracy. By using passport records – a reliable source of citizenship verification – officials can avoid the pitfalls of earlier, less precise methods.

What this means for voters

For citizens planning to vote in November, the administration’s initiative aims to confirm that every name on the voter rolls belongs to a U.S. citizen, thereby reinforcing public confidence in election outcomes. State election officials are expected to receive guidance on how to request and use the passport data once the Federal Register notice is finalized.

As the midterms approach, the Trump administration continues to prioritize election integrity, data security, and the constitutional right of citizens to have confidence that their votes are counted fairly.
