How to apply through RSD Connect
Prospective applicants can access the portal via the DPS handgun‑licensing website. First‑time seekers are directed to complete the required training before submitting an application. The training includes four to six hours of classroom instruction, a written exam, and a live‑fire proficiency demonstration with a certified instructor. Applicants must also meet eligibility criteria, pay the applicable fees, and provide supporting documentation.
After the online submission, applicants receive an email with a service code to schedule fingerprinting. While the classroom portion of the training may be completed online, the range instruction and shooting assessment must be performed in person.
Costs and processing times
The standard state fee is $40 for a first‑time license or a renewal, with discounts available for certain qualifying individuals. Fingerprinting incurs a separate charge. DPS lists typical processing times of about 60 days for new applications and roughly 45 days for renewals.
Renewals and other services
Current license holders can submit renewal requests through RSD Connect up to six months before their permit expires. The system also handles address changes, replacement licenses, and other routine updates.
Why a license still matters
Although Texas permits eligible adults to carry a handgun without a license under its permitless‑carry law, the LTC program remains valuable. A state license offers recognition in other jurisdictions that honor Texas permits and can serve as an alternative to the federal instant background check when purchasing a firearm, according to DPS.
