Tennessee Man Wanted in Richmond Shooting That Killed Woman, Injured Two Juveniles

Richmond, Indiana – Authorities have issued an arrest warrant for Joshua W. Smith, a Tennessee resident, in connection with a fatal shooting that occurred Monday night at a residence in the 800 block of South 9th Street. The incident resulted in the death of Cecelia Hargrove and injuries to two juveniles who were later transported to a hospital in Dayton for further care.

Details of the incident

Court documents indicate that Smith and an unidentified accomplice arrived at the home earlier in the evening, taking a ski mask and a pair of Jordan shoes before leaving the premises. When they returned, Hargrove refused to allow them inside. According to the affidavit, Smith allegedly brandished a firearm and fired through the locked front door after the occupants shut it, striking Hargrove and the two juveniles inside.

Surveillance video obtained by investigators shows two individuals near the residence shortly before the shooting. Police also recovered a shoe, clothing items, and a firearm at the scene during their investigation.

Victims and ongoing investigation

Cecelia Hargrove was shot in the head and pronounced dead at the scene. The two juveniles, whose ages were not disclosed, were taken to a local hospital and later airlifted to a medical facility in Dayton for specialized treatment. A juvenile has since been arrested in connection with the shooting, though police have not released further details about that suspect.

Richmond police continue to search for Smith, who remains at large. Law enforcement officials are urging anyone with information about his whereabouts to contact the Richmond Police Department at 765‑983‑7247.
