States Agree on Non‑Binding Text to Guide Future Autonomous Weapon Rules

Geneva – Representatives of 128 states gathered in Geneva this week and, by Saturday, agreed on a non‑binding draft text that could serve as a stepping stone toward formal international rules on autonomous weapons, often dubbed “killer robots.” The agreement marks a notable milestone after more than a decade of negotiations under the Convention on Certain Conventional Weapons.

Key points of the draft

The consensus document outlines definitions for autonomous weapon systems and proposes measures intended to limit civilian harm. While the text is not legally binding, it is intended to open the door for future treaty negotiations that could impose clearer constraints on weapons capable of selecting and engaging targets without direct human control.

Criticism from civil‑society groups

Human‑rights advocates expressed disappointment that the language had been softened in the final hours of the talks. Nicole van Rooijen, executive director of Stop Killer Robots, told Reuters, “It’s a real shame that all the work done by states on the text over the past three years has been substantially diluted in the last hours.”

U.S. and Russian positions

The United States and Russia, two of the most influential participants, pushed for national‑level guidelines rather than binding international rules. Washington sought flexibility in the draft, emphasizing the need for human judgment in the use of such systems.

Broader context

Calls for regulation have intensified as autonomous weapons have been deployed in conflicts such as Ukraine, Sudan and the Middle East. Though the current agreement is only a framework, supporters hope it will catalyze more concrete treaty efforts in the coming years.
