The investigation found that senior personnel had engineered a custom-modified electrical shocking device, constructed from a dismantled bug zapper, to intentionally administer painful electrical shocks to subordinate personnel on duty. The incidents occurred during shifts in March and September of 2024.
The investigation also revealed a culture of hazing and bullying at Station 1A, including overly aggressive banter, mockery, and personal questioning unrelated to job performance. The report described the environment as “cliquish” and “not inclusive,” with new employees feeling isolated and uncomfortable.
The St. Lucie County Fire District took disciplinary action against the firefighters involved, terminating three and suspending two others. The district also implemented non-disciplinary operational reassignments to separate the station’s crews and ensure a positive workplace environment.
