Spokane ICE Protesters Convicted by Federal Jury, Local Charges Pending

In Spokane, Washington, a federal jury has convicted three individuals involved in last year’s protests against Immigration and Customs Enforcement (ICE). The protest, which took place in June 2025, led to the arrest of dozens of participants. Justice Forral, Jac Archer, and Bajun Mavalwallla II were found guilty of conspiracy to impede or injure federal agents. This verdict comes nearly a year after the protests, which were sparked by a call to action from former Spokane City Council President Ben Stuckart.

Local Legal Proceedings Continue

While the federal case has reached a verdict, local legal proceedings are still unfolding. Justice Forral is scheduled to face trial in Spokane County Superior Court on August 10, facing eight felony counts of unlawful imprisonment. The county trial has experienced delays, most recently in April, due to Forral’s federal case.

City Prosecutor Justin Bingham previously dismissed misdemeanor charges against other protesters, citing insufficient evidence and limited resources. However, he noted that charges could be refiled within the two-year statute of limitations if additional funding is secured. Spokane County Prosecutor Preston McCollum has not commented on the progress of local cases.

Federal Sentencing and Future Motions

The federal defendants, if the verdicts stand, could face up to six years in prison. A federal judge will review defense motions in July that aim to dismiss the case entirely. The protests were initially prompted by the detention of an immigrant, who was later released after a judge ruled the detention illegal. During the protest, demonstrators reportedly deflated the tires of a transfer van, preventing federal agents from leaving the facility.
