Shasta County Considers Staff Furloughs Amid Budget Crisis

Shasta County’s Health and Human Services Agency (HHSA), responsible for managing about half of the county’s $600 million annual budget, is grappling with ongoing financial instability. Director Christy Coleman will present a proposal to the board on Tuesday, suggesting a mandatory furlough of all HHSA staff members for one day a month as a cost-saving measure. This would effectively reduce salaries by 5% for nearly half of the county’s workforce.

Financial Challenges and Proposed Solutions

The agency has faced significant financial challenges for several years, with a current budget shortfall exceeding $4 million as of early May. Despite successful cost-saving measures such as reducing travel and office supply expenses, implementing a soft hiring freeze, and closing multiple service locations, the agency’s social services fund continues to experience negative cash flow, projected to persist into 2027.

In response, Coleman will request the board’s approval to temporarily draw $10 million from the county’s general fund to cover the shortfall. This request follows previous approvals for general fund support, which began in March 2025 and have been extended multiple times.

Leadership and Communication

Coleman’s leadership has been a point of contention since her appointment as director last year, which occurred without an open recruitment process and against the wishes of mid-level managers who issued a vote of no-confidence. Concerns were raised about high-level staff appointments lacking necessary qualifications, leaving mid-level managers to fill gaps in expertise.

Despite these challenges, Coleman emphasizes transparency and open communication with HHSA employees. She has been informing staff about potential budget cut approaches, including the furlough, through emails. Coleman acknowledges the complexity of the financial issues, noting that they result from a combination of factors rather than a single cause.

As Shasta County navigates these financial difficulties, the proposed furloughs represent one of several strategies under consideration to stabilize the agency’s budget and ensure the continued provision of essential services to the community.
