Senate Advances Protect College Sports Act Amid Strong Opposition from Sen. Murphy

It also addresses revenue sharing for name, image, and likeness (NIL) agreements, requiring athletes to report compensation over $600 and capping agent fees at 5% of such deals.

Supporters Cite Order and Stability

Supporters argue the legislation will bring order to what they describe as a chaotic system, ensuring consistent rules for transfers, compensation, and eligibility that will keep college sports “strong and vibrant for decades.” The bill has garnered backing from NCAA leadership, professional sports leagues, the U.S. Olympic and Paralympic Committees, and numerous college coaches and athletic directors.

Critics Warn of Exploitation

Sen. Chris Murphy blasted the bill as a “fake crisis” that protects a system of exploitation, saying it shields the billions of dollars earned by coaches and executives while suppressing compensation for top athletes, many of whom are Black. He framed the issue as a civil‑rights concern, noting the racial disparity in who benefits from the industry.

Labor groups, including the AFL‑CIO, the NAACP, and the Congressional Black Caucus, joined the opposition, arguing the bill fails to give athletes a real voice, collective‑bargaining rights, or adequate health and educational protections.

Local Reactions and Future Outlook

Connecticut’s other Democratic senator, Richard Blumenthal, also opposed the measure, citing concerns that it entrenches the power of elite conferences and lacks enforcement mechanisms. Several universities, such as the University of Connecticut, expressed support, urging swift congressional action.

The Senate must secure 60 votes to overcome a filibuster before the bill can proceed to final passage. While more than two dozen Democratic senators voted for the legislation, the overall partisan split suggests a contentious path ahead.
