Sen. Rick Scott Proposes Federal Tuition Reform to Ease College Debt for Florida Families

Florida’s senior United States senator, Rick Scott, announced Friday a new federal initiative aimed at lowering the cost of higher education for students across the nation. Scott, a longtime advocate for fiscal restraint and private‑sector growth, warned that unchecked tuition hikes are trapping young Americans in crippling student‑loan debt and preventing them from achieving financial stability.

Rising tuition and its impact on families

According to Scott, the price of a college education has surged by roughly 1,570% over the past fifty years. That dramatic increase has left graduates with tens of thousands of dollars in loans, often without the job prospects needed to repay them. “My mother always said if I worked hard, did well in school, and got a job, I’d succeed,” Scott said. “But for too many young people today, success feels out of reach.”

Federal role and proposed reforms

Scott argued that the federal government’s expansive student‑loan programs have unintentionally encouraged universities to raise tuition, knowing that students can borrow more. He called for a two‑pronged approach: first, a reduction in federal spending on student loans; second, direct accountability measures for colleges that tie tuition rates to measurable student outcomes such as graduation rates and post‑graduation employment.

“When the federal government started lending unlimited amounts of money to kids for a college education, universities took advantage, tuition costs skyrocketed, and outcomes for students got worse,” Scott said. He urged Congress to pass legislation that would require institutions to demonstrate that tuition increases are justified by improvements in educational quality and job placement.

Scott’s record on affordability

During his tenure as Florida governor from 2011 to 2019, Scott emphasized keeping in‑state tuition affordable. He eliminated automatic tuition increases, vetoed proposed rate hikes, and maintained flat tuition rates at public universities and colleges from 2012 through 2018. He also launched the $10,000 Degree Challenge and the “Ready, Set, Work” Challenge, initiatives that aimed to provide at least one low‑cost degree option at every public institution and ensure that graduates either transferred to a four‑year school or secured full‑time employment within a year of completing their studies.

By the end of his governorship, all 28 state colleges and 12 state universities had adopted his target of 100% graduate placement or transfer. Florida earned the top national ranking for higher education from U.S. News & World Report in 2017, a testament to the state’s focus on affordability and outcomes under Scott’s leadership.

Looking ahead

Scott concluded his remarks by emphasizing the need for a smaller federal footprint and greater institutional responsibility. “The next generation of leaders deserves better than this,” he said. “We need to shrink the size of government and hold universities accountable so education can become affordable and effective again.”

The proposal is part of Scott’s broader “Rescuing America” series, which outlines policy goals centered on balancing the federal budget, reducing regulation, and fostering private‑sector job growth. While the plan has yet to be introduced to Congress, it signals a clear push from a senior Florida Republican to address the student‑debt crisis through fiscal discipline and accountability.
