San Luis Obispo County Begins Demolition of Former Probation Department Building

San Luis Obispo County officials broke ground on the demolition of the former Probation Department building, known locally as Casa Loma, on Monday morning. The 1940s‑era structure at 1730 Bishop Street has been vacant since the department moved into a new $40 million facility next door earlier this year.

Phased demolition plan

The County Board of Supervisors approved the demolition back in 2017, but the work is now moving forward after years of planning. County engineers outlined a two‑phase approach. Phase 1, slated to run through October, will remove the three existing buildings – the main Casa Loma structure and two nearby modular units – and clear the front portion of the property down to the existing asphalt parking lot. The basement will be filled and compacted to prevent future settlement.

Phase 2 will follow later in the year, focusing on the removal of the retaining wall, concrete pads, and portions of the asphalt surface. Once those elements are cleared, crews will restore the land to its original natural grade and install additional erosion‑control measures.

Erosion concerns and community impact

County officials cited the upcoming El Niño‑related rains as a key factor in splitting the project into two stages. Heavy rainfall could increase the risk of erosion on the exposed site, so the phased approach allows for timely installation of protective measures.

Residents near Bishop Street and Johnson Avenue should expect increased construction truck traffic, temporary noise, vibration, and occasional traffic control or access restrictions during normal working hours, 7:30 a.m. to 5:30 p.m., Monday through Friday. The County has promised to keep the public informed and to minimize disruptions wherever possible.

Restoring the site

When the demolition is complete, the County plans to return the parcel to its natural state, removing all artificial grading and structures. The restored land will serve as open space, contributing to the neighborhood’s aesthetic and environmental health.

County spokesperson Maria Hernandez said, “Our goal is to safely remove the outdated facilities while protecting the surrounding community from erosion and ensuring the site can be enjoyed as a natural area in the future.” She added that the project reflects the County’s broader commitment to responsible stewardship of public assets.

Background

Casa Loma served as the Probation Department’s headquarters for decades before the new building opened earlier this year. The decision to replace the aging facility was driven by the need for modernized space, improved security, and better service delivery for the County’s probationary programs.

The demolition project is funded through the County’s capital improvement budget, with no additional tax burden placed on residents. By consolidating services into the new, energy‑efficient building, the County anticipates long‑term cost savings that can be redirected to other community priorities.

Local businesses and homeowners have expressed mixed reactions. While some welcome the removal of an eyesore, others are concerned about short‑term construction impacts. The County has pledged to maintain open lines of communication and to address any legitimate concerns promptly.

As the demolition proceeds, San Luis Obispo County continues to demonstrate a proactive approach to managing its infrastructure, balancing fiscal responsibility with community well‑being.
