San Francisco congressional candidates outline stances on 2026 ballot measures

In our ongoing “Meet the Candidates” series, San Francisco’s two contenders for the newly drawn CA‑11 congressional seat – Supervisor Connie Chan and State Senator Scott Wiener – answered a single‑sentence questionnaire about every measure that will appear on the November ballot.

Key ballot measures and candidate positions

Proposition G – Sunset Dunes park access: Chan supports reopening the park to cars on weekdays; Wiener opposes the change, citing traffic and environmental concerns.

City Hall governance measures (Propositions A, D, E, F): Chan opposes all four, arguing they would concentrate power in the mayor’s office and city administrator while limiting community input. Wiener backs each, saying they streamline city operations and improve accountability.

Proposition I – Affordable housing fund: Chan backs a dedicated, long‑term financing plan for affordable housing, noting the need for stable revenue beyond volatile transfer taxes. Wiener did not give a direct answer in the questionnaire, but his public record shows opposition to the statewide billionaire tax (Prop. 40) that would fund such initiatives.

Both candidates also weighed in on a regional transit measure that would provide stable funding for Muni, BART and Caltrain. Wiener championed the proposal, citing his role in passing the enabling state law, while Chan did not comment in the limited response.

Candidate backgrounds

Connie Chan, 47, has served as San Francisco District 1 Supervisor since 2022. A lifelong San Franciscan, she holds a bachelor’s degree from UC Davis and is fluent in Cantonese and Mandarin. Her endorsements include Speaker Emerita Nancy Pelosi, Senator Adam Schiff, Congressman Ro Khanna and several labor unions.

Scott Wiener, 56, is a State Senator representing San Francisco since 2016. He earned his undergraduate degree at Duke and his law degree at Harvard. Wiener’s endorsements feature the California Democratic Party, the San Francisco Chronicle, the Sierra Club and local transit‑advocacy groups.
